Chicago, Illinois

No cap (Illinois bars them), but the Chicago RLTO sets the notice ladder tenants actually win on: 30 days under six months in the home, 60 days from six months to three years, 90 days beyond three years, for covered units.

No cap — a ladder instead

Illinois bars rent control statewide, Chicago included. What Chicago tenants hold is the RLTO (Residential Landlord and Tenant Ordinance), and inside it a notice ladder set by how long you have lived in the home: 30 days under six months, 60 days from six months to three years, 90 days beyond three years for covered units. Owner-occupied buildings of six or fewer units and a few other categories sit outside the RLTO — coverage is the first question, as it is in California.

A short-notice increase in Chicago is the classic winnable fight: the amount can be anything, the calendar cannot.
